As all PASS members are well aware, the union is currently at impasse with four of its five bargaining units, representing 3,500 employees. PASS recently accepted the agency’s contract proposal for PASS’s remaining bargaining unit, Air Traffic Organization Technical Operations. Although the terms of the proposal are disappointing throughout and downright insulting in many areas, the FAA indicated that it was not willing to negotiate in good faith and was intent on limiting negotiations in order to declare impasse and get the contract to Congress as soon as possible. Refusing to allow an unfair contract to be forced on employees, PASS opted to send the contract to members for ratification in order to give them a voice in the process.

Under the FAA’s current proposal:

  • The guaranteed pay raises that all other federal employees receive would be history.
  • Flexible work schedules would be eliminated.
  • Employees would have no say in determining watch schedules.
  • Changes to working conditions at the regional or local level would not be negotiated—employees would be forced to grin and bear it.
  • Employees would be given no notice about changes to their work schedules.

The impact of this type of contract would be felt not only on the job but also in our lives. When our salary adjustments are arbitrary and we have no say in our work schedules, we lose the rights and freedoms we have earned through our dedication to helping operate and maintain the safest aviation system in the world.
